1. TRAFFIC
AND RAIL CONGESTION

Travelling to work, school or the shops will be much
more difficult |

The roads that this proposal would impact are the
northern section of the M25, the southern sections of the M1 and A1M, the A414,
the A5183 and the entire local road network. |
 |
These roads suffer severe congestion now, with
regular stationary traffic, without the addition of, as planned by the
developer, another 3000 HGV movements every day – all day and all
night – that’s two extra lorries every minute |
 |
The plan includes car parking spaces for 1665 cars
for the employees working on the site. This traffic would be 24/7 as the
site would have to work 3 x 8 hour shifts to make it viable |
 |
Add to this the possibility that this could evolve
into a “road to road” freight exchange with even more traffic than
is presently being anticipated |
 |
12 freight trains IN AND OUT, every 24 hours.
Freight trains are renowned for breaking down; imagine the impact on
commuters |
 |
The potential lack of inspection and maintenance on
more intensively used tracks on the existing railway – which the
developers are not intending to upgrade |
 |
Traffic congestion would hamper ambulance, fire and
police services attending local incidents |
 |
The safety and security of the trains on the site

2 FINANCIAL

It will devalue your property and affect its
marketability |
 |
During the planning stage, it will show up on
searches and cause a great deal of uncertainty |

The construction stage would bring with it
additional noise and extra traffic |

If the development were to be completed, it would
change the nature of the area further. |
3 GREEN BELT
 |
The site comprises over 300 acres of Green Belt land
|
 |
Green Belt was designated to achieve five stated
purposes:
 |
to check the unrestricted sprawl of large built-up
areas |
 |
to prevent neighbouring towns from merging into
one another |
 |
to assist in safeguarding the countryside from
encroachment |
 |
to preserve the setting and special character of
historic towns |
 |
to assist in urban regeneration, by encouraging
the recycling of derelict and other urban land |
 |
THIS PROPOSAL FAILS ON FOUR OF THESE PURPOSES FOR
DESIGNATING GREEN BELT, AND ARGUABLY, ALL FIVE |
 |
Green Belt land is under mounting pressure all
over Hertfordshire. This is the last large piece of Green Belt left
between St Albans and London. It must be preserved at all costs.

It would create a new urban area combining Radlett and St
Albans, and Park Street and London Colney, which all currently enjoy their
own identities |
 |
An operation such as this would change the whole
area physically and socially |
 |
St Albans wants to be renowned as an historic
city, not for its International Rail Freight Terminal |

Loss of natural habitats and wildlife |
 |
The new country park, as
proposed by the developers, is very misleading. This "park" is made
up of several, poorly linked areas of land which are already open
countryside. |
4 POLLUTION
 |
Air: all the fumes from additional traffic,
particularly HGVs all day and night |
 |
Parts of the local area are already designated an
AQMA (Air Quality Management Area) and pollution levels are currently being
monitored as they are of hazardous levels of already, due to
traffic on the M1 and M25 |
 |
Noise: the Inter Modal equipment is large heavy
machinery for lifting and moving the containers off and on trains and lorries are
very noisy |
 |
Light: it would be a 24/7, functioning all day and all
night. For its secure operations, high intensity lighting will be
required. |
 |
The effect on the local water table, aquifers,
rivers and streams |
